This is a new form; therefore, there is no official document regulating it yet. The Ministry of Education and Training has only a guideline on applying regulations to the Vietnamese Language Centre as what is applied to the foreign language centers. However, some conditions are adjusted to suit the operation field of these centers.
The first condition: The People’s Committee of commune/ward/town in localities where people have a demand for opening a foreign language center had educational planning in advance. In order to open an institution here, people need to meet the requirement of the local planning given. Therefore, to meet this condition, it is necessary to carry out the procedure for the application of confirmation from the above approval agency. This agency will verify the application of confirmation of the person in need and compare it with the local educational planning given earlier to issue a confirmation of approval.
The second condition: Before establishing a foreign language center, the owner must prepare a detail dossiers in which clearly states:
The goal and mission of establishing
The syllabus and exemplary curriculums of programs (including specific contents to be appraised)
A detail professional development plan for the center’s teachers and staffs
Information about the land, facilities, equipment, and the expected location of your institution (enclosed with the certificate of land use rights and the house or land lease contract)
The organizational structure
The financial plan and investment cost estimation
The center’s orientation and development strategy.
The owner must prepare these aforementioned documents carefully and properly so that the authorities can easily get and manage the information.
The third condition: In order to ensure the teaching quality in both theory and practice, teachers, administrative staff, and technicians have to fulfill some requirements about their levels of expertise and professional qualification (e.g: Specific standards aligned with the center’s activities for your treasurers and accountants). Regarding the number of teachers, the maximum ratio of students to teachers is no more than 25 students/teacher/shift on average
The fourth condition: Regarding facilities and equipment, firstly, the center must have enough classrooms according to the provision of law; functional rooms must be suitable, and fulfill the requirements of curriculums; administrative offices must be categorized by the center’s organizational structure to serve training and management tasks. The second condition is about the classroom quality: the light must be sufficient and the minimum average area for teaching must be 1.5 m2/students/shift;
The fifth condition: Regarding the teaching materials, the center must possess course books, materials, teaching equipment (such as projectors, pictures ...) at the request of the training program. The owner must also create a learning place and environment to enable students to experiment and practice, along with providing other facilities to serve the training programs and scientific and technological activities.
The sixth condition: The director of the foreign language center shall be the person in charge and responsible before the law and the superior managing agency for all activities of the center. The director must satisfy the following requirements:
Have a good ethical, moral and managerial qualification
Have graduated from a foreign language university or have foreign language certificates (at least level 3 under the 6-level Foreign Language Competency Framework for Vietnam or equivalent)
Having at least 3 years of experience in managing and teaching at other foreign language centers.
In order to establish a foreign language center, the owner must prepare and submit a dossier at The Education and Training Department where the center is expected to be located. The application package shall be composed of the following:

One (01) application document for establishing a foreign language center (this document does not have a specific template in the decree or circular, thus, the owner can compose the document by yourself or consult on the internet ).
A proposal for the center establishment. This plan does not have a sample as prescribed, thus, the owner shall prepare the documents based on the establishment scheme, including:
The name of the center
The syllabus and exemplary curriculums and its content which need to be specific to be appraised
The detail professional development plan for the center’s teachers and staffs
Detail information about the land, facilities, equipment, and expected location (enclosed with the certificate of land use rights for the place where the center takes place or the house or land lease contract)
Accurate information about the organizational structure and the teaching method of the center, the financial projection and expenses that the center intends to invest; the orientation and developing strategy.
The background profile of the center director (a draft of organizational process and operation of the center).

The decision to establish the center vested by the competent authority, pursuant to Clause 20, Article 1 of Decree No 135/2018 / ND-CP: The director of The Education and Training Department decides to establish language centers.
A list of curriculum vitaes of managers and teachers involved in teaching.
A set of principles on the center’s educational activities.
The report on facilities, equipment, curriculum and teaching materials; administrative officers and teachers; the written evidence of legal right to use land and house, sources of financing for operations of the center. The data should be illustrated by the diagram of the offices, classrooms, practice rooms, the training facilities.
The program curriculum, syllabuses, and teaching materials should be attached to the document to the authority.
