Conference-organizing activities with foreign may be organized in the form of a face-to-face meeting on the Vietnam territory or an online meeting with at least one middleman in Vietnamese territory, including: The seminar is organized by Vietnamese agencies and organizations with foreign participation or sponsorship. Workshops are organized by foreign agencies and organizations.
In order to host the conference with the foreigner, the organizers need to carry out the procedures to apply for the license to organize the seminars with foreign elements at the competent licensing agencies.
    
Requirement for document  
1. Application for a license to organize a seminar (Need to specify the following contents: Reason, name of organization; Topic; Time, location; Place of visit and survey (if any); Form and technology of organization (in the case of online seminars); Host; speakers; participants of the seminar; funding sources (for international seminars organized by foreign organizations, the organization does not need to clarify funding sources). 
2. Business license of conference organizer
3. authorization letter (in case the authorized organizer organizes the seminar)
4. Opinions of relevant agencies (if any)
5. Except for overseas study seminars, some programs need to provide additional program content and guest list
   

  
The procedure
The organization may choose to apply online or submit it directly to the Department of Information and Communications
Apply online: The organization will apply on the Public Services page at the Department's Website
Direct submission 
Step 1: Prepare a complete set of documents as prescribed by law
Step 2: Apply at the Receiving Section - Department of Information and Communications
  In case the application is complete and valid, the submitter will receive a receipt
  If the application file is incomplete or invalid, the organization needs to provide additional information and complete the application

Step 3: Receive the result at the Results Submission section - Department of Information and Communications
Processing time is within 10 working days except for cases where the conference content is beyond the authority of the Department of Information and Communications
